When a user logs on to the domain, domain group policies or organizational-unit-level group policies are not applied to that user. When you view the Userenv.log, you notice information similar to the following:
USERENV(f0.d4) 16:40:44:166 MyGetUserName: GetUserNameEx failed with 1908. USERENV(f0.d4) 16:40:44:206 MyGetUserName: Retrying call to GetUserNameEx in 1/2 second.
This problem occurs when both of the following conditions exist:
