Daylight saving time update

Starting in the spring of 2007, daylight saving time (DST)
start and end dates for the United States will transition to comply with the
Energy Policy Act of 2005. DST dates in the United States will start three
weeks earlier, at 2:00 A.M. on the second Sunday in March. DST will end one
week later, at 2:00 A.M. on the first Sunday in November.
The update
that this article describes changes the time zone data to account for the DST
change for the United States. This update also includes other DST-related
changes, time zone-related changes, and settings-related changes. Some of these
changes will occur in 2007. Some of these changes have occurred since the
products that are listed in the "Applies To" section were originally released.
The update that this article describes is a cumulative update rollup that
includes all the changes that were previously released in Microsoft Knowledge
Base articles 928388 and 929120. This update also describes some additional
changes since the last cumulative update in Microsoft Knowledge Base article
928388.

How to configure daylight saving time for the United States in 2007
Note When you apply this update, you may receive the following
message:
Update cannot be installed as a newer or same
time zone update has already been installed on the system.
This
message indicates that you have already applied the correct update or that
Windows Updates or Microsoft Update has automatically installed this update. No
additional action is required to update your Windows operating system software.
To install this update on a computer that is running Microsoft
Windows XP, you must have Windows XP Service Pack 2 installed.
Restart requirement
You do not have to restart the computer after you install this
update.
Uninstalling the cumulative update rollup
Windows time zone updates for Windows XP and Windows Server 2003
include custom logic. This custom logic guarantees the correct installation of
time zone updates and the correct state of the Windows time zone database. This
custom logic also guarantees that when you uninstall the update, the time zone
database returns to the DST rules that are in effect in the year 2006 across
all time zones.
You can uninstall only the highest version of the
cumulative update. When you uninstall this version of the cumulative update,
the time zone database reverts to the state that existed before the first
update was installed. For example, if you install update 928388 in December
2006, and then you install cumulative update 931836 in February 2007, you can
uninstall only cumulative update 931836. When you uninstall cumulative update
931836, the time zone database will revert to its pre-December state.
Additionally, if you install cumulative update 931836, Windows will not let you
install update 928388.
Update replacement information
Note You can install this cumulative update rollup even after you have
installed any of the following previously-released updates.
Windows Server 2003-based computers and Windows XP-based computers that are set to the West Australia time zone do not change to daylight saving time on December 3, 2006

Updates from the previous cumulative Windows time zone update
The following changes have been made since the previous cumulative
Windows time zone update. This was cumulative update 928388, and it was for
Windows XP and Windows Server 2003:
Central Brazilian Standard Time and E. South America
Standard Time Legal confirmation of 2007 DST laws was not received in time
to include in prior cumulative time zone update. This update also sets the
correct time to 00:00:00 for both time zones.
Iran Standard Time Legal confirmation that DST is no
longer used was not received in time to include in prior cumulative time zone
update.
Namibia Correct DST start and end dates from prior
cumulative time zone update.
Newfoundland Standard Time Adoption of the U.S. and
Canada 2007 DST rules were signed into law after the prior cumulative time zone
update was created.
W. Australia Standard Time DST trial period was signed
into law after the prior cumulative time zone update was created.
Other time zone updates that are being included with this hotfix for earlier versions and that are not listed in the following table have already been included in Windows Vista.
In addition to the changes that are listed in the previous table,
this update adds registry keys that store historical DST data for certain time
zones. These keys are present in Windows Vista and are included to keep parity
in the Windows time zone registry structure.

Mexico time zones
Three new time zones have been added for Mexico on Windows XP and
Windows Server 2003 to keep the time zone databases in parity with Vista. The
new time zones are required because some time zones that Mexico previously
shared U.S. and with Canada are no longer shared. This is because of the new
DST rules that are in effect for the U.S. and for Canada. When a computer that
is set to Mexico Standard Time or to Mexico Standard Time 2 installs this
update, the computer will be automatically set to the new time zone that is
listed in the following table. However, this is not true for computers that are
set to the GMT-08:00 time zone (Pacific Standard Time). If applicable, these
computers must be manually set to the new Pacific Standard Time (Mexico) time
zone.

When you install this update on a computer that is running Windows
Server 2003 with Service Pack 1, and you then install Windows Server 2003
Service Pack 2, Bucharest no longer appears in the display name of the GTB time
zone. GTB Standard Time appears as "(GMT +02:00) Athens, Beirut, Istanbul,
Minsk" instead of as "(GMT +02:00) Athens, Bucharest, Istanbul." This issue
will be corrected in a future update. To work around this issue, you can use
the Time Zone Editor (Tzedit.exe) to modify the display name. Or, you can type
the following command at the command prompt:
%systemroot%\system32\tzchange.exe /F "GTB Standard Time" /N "(GMT+02:00) Athens, Bucharest, Istanbul"
