When you resume a computer that is running Microsoft Windows XP from standby multiple times, the percentage of CPU time that the Svchost.exe process uses increases. Eventually, this CPU usage may reach 100 percent, and the computer may stop responding.
This problem may occur if the computer is configured to accept incoming connections. For example, this problem may occur if the computer is configured to accept a virtual private network (VPN) connection.

Apply this hotfix only to systems that are experiencing this specific problem. This hotfix might receive additional testing. To determine whether the Windows XP-based computer is configured to accept incoming connections, click Start, click Run, type ncpa.cpl in the Open box, and then click OK. If the computer is configured to accept incoming connections, you will see an Incoming Connections icon.
