SYMPTOMS

When you type or edit a phone number on the Contacts page in Microsoft Outlook 2002, Outlook does not respond. Additionally, when you start the Telephony tool or the Phone and Modem Options tool in Control Panel, Outlook does not respond.

CAUSE

This issue occurs if the Telephony service is turned off, is missing, or is malfunctioning. Outlook parses the value that is in the telephone number box to determine the area code. Outlook compares this value to the value in the Telephony service. Therefore, Outlook does not respond if the Telephony service is turned off, is missing, or is malfunctioning.

RESOLUTION

Follow the steps that apply to your operating system.

For Microsoft Windows NT, Windows 2000, and Windows XP

To resolve this issue, follow these steps:
  1. Click Start, point to Programs, point to Administrative Tools, and then click Services.
  2. Double-click Telephony. In the Startup type list, select Automatic.
  3. Click OK.

For Windows 95 and Windows 98

To resolve this issue, use the following methods in the order that they are presented in.

Method 1: Rename the Telephon.ini file

Rename the Telephon.ini file, and then run Tapiini. To do so, follow these steps:
  1. Right-click Start, and then click Explore.
  2. Expand My Computer, expand (C:), and then click Windows.
  3. In the right pane, right-click Telephon, and then click Rename.
  4. Type a name, such as Telephon_old, and then press ENTER.
  5. Click Start, and then click Run.
  6. In the Open box, type Tapiini, and then click OK. A new Telephon.ini file is created.

Method 2: Use System File Checker

If method 1 does not create a new Telephon.ini file, follow these steps:
  1. Click Start, and then click Run.
  2. In the Open box, type SFC, and then click OK.
  3. Click Extract one file from installation disk, type Tapi.inf in the box, and then click Start.
  4. Next to the Restore from list, click Browse. Locate the folder that includes the Windows 95 source files or the Windows 98 source files, click that folder, and then click OK.
  5. Click Browse next to the Save file in box, locate and then click the folder that you want to save the file in, and then click OK.
  6. Follow the instructions on your computer screen to finish extracting the file, and then click Close.
  7. Repeat steps 3 through 6 to extract the following files:
    • Tapi.dll
    • Tapiui.dll
    • Tapisrv.exe
    • Tapiupr.exe
    • Tapi16.exe
    • Remotesp.tsp
    • Tsp3216l.tsp
    • Tsp3216s.dll
    • Tlocmgr.exe
    • Telephon.cpl
    • Tcmsetup.exe
  8. Restart your computer.
  9. Click Start, point to Settings, and then click Control Panel.
  10. Double-click Telephony, and then make sure that you have typed the correct area code in the Area code box.
  11. Click OK.
  12. Click Start, and then click Run.
  13. In the Open box, type Tapiini, and then click OK.
